Assigned tasks will not open

I am installing Exchange Server 2003. I created mailboxes for myself and two other users so I could test Exchange. Exchange works, the shared calendar in the public folders works fine, but now neither of us can open an assigned task that someone else sends to us. We can view the task in the Reading Pane, but the Accept and Deny buttons don't work. When the task is clicked on, it changes from unread to read, but that's it. I deleted the Exchange mailboxes and deleted the Exchange accounts from Outlook 2003, but the assigned tasks still wont' open. Any ideas?
 
The user assigning the task need to assign rights to their Tasks folder. In Outlook click to display folder view. Right click tasks and choose Properties. Click the Permissions tab and set permissions as needed.

This wasn't a problem until I created the Exchange email account in each of our Outlooks. If I removed the Exchange account and deleted the mailbox on the Exchange server, why do I have to now assign permissions to tasks? Also, the person(s) assigning the task never had an Exchange mailbox or account. Everyone else works fine except for the three users that had and Exchange mailbox and account (which includes my Outlook).
 
All email accounts are set up as POP3. There isn't a Permissions tab for Tasks.
 
There are no Exchange mailboxes. I deleted them. There's no Exchange email accounts. I deleted those too. But assigned tasks still will not open.

I finally just removed Outlook 2003 from my computer, reinstalled it and now my tasks work again. I'll do the same on the other two computers. Hopefully, that will fix the problem. Until I figure out why Exchange messes up the assigned task functionality, which is heavily used here, I'll have to stay with our current configuration of Internet only email accounts.
 
As it turns out, this problem had nothing to do with Exchange 2003. There is a problem with update KB913807. Once I removed that Outlook 2003 update, the task functionality returned to normal. For anyone who has not installed this update, but has the same problem, an earlier update, KB892843, also has the same bug in it. (KB892893 is contained in KB913807) This problem has existed for a year now and Microsoft has yet to fix it.
