Applying a border to only one side of a cell

I'd like to use a border on the top side of a cell, rather than apply a horizontal rule that takes up just too much space. I don't see an option for doing this in DW4, but have seen HTML source code for pages that use this feature.
So Question 1) Does this feature exist in DW4? If not, Question 2) is: What is the HTML code for applying borders to individual sides of a cell?

If you've seen pages with this sort of coding please let me know.

It can be done using style sheets, up to a point, as ns4.7 buggers it up.

I am unaware of any other way.
