Apache/tomcat - Connection refused

I am running Groupwise webaccess on Redhat 9.0 with apache 2.0 and tomcat 4.1 installed. Users connecting from the outside are randomly getting connection refused error messages. I have tried connecting from both IE, and firebird. The problem is consistant with both. Upon repeated refreshes the page is finally retrieved. At this point the connection is fine until the browser is closed.
 
If you have a large ammount of connections on your server then you might want to check your server limit's.

If the max_users variable is too low then you will experience errors similiar to this.

Look into sysctl and ulimit
