Apache limiting bandwidth?

Does apache limit bandwidth at all? All downloads from my server max out at about 45 kb/s... I'm connected through a cable connection, which could very well be the problem. I was wondering if this could be a software problem... Thanks.

45k bytes/sec approximately equals 384k bits/sec... (throw in some overhead)
