APACHE 1.3.31 on AIX 5.3

I'm trying to load APACHE 1.3.31 on AIX 5.3 and receiving the following error:

The following errors occurred during installation:
error: failed dependencies:

libexpat.a(libexpat.so.0) is needed by apache-1.3.31-1ssl

Does anyone know where to get the libexpat.a file? It is not on any of the install disks.
