Any Framemaker competitors?

My company is evaluating web content tools and Framemaker is on the shortlist.

Does anyone know of any software that has the same features as Framemaker? Framemaker competitors?

How is Frame going to be deployed for web content? Tech pubs? HTML? XML? You have a shortlist - what other products are on it?

Currently we don't use FrameMaker. However we have it on a shortlist of possible apps.

We are a support department that creates PDF for technical briefs, and we distribute it through our support website.

As for the shortlist, its truly short...

Adobe FrameMaker
Corel Ventura

We're looking for a tool that:
- imports/exports to XML
- imports MS Word DOCs
- exports to PDF
- builds PDF books
- saves to CHM files
- creates TOC
- creates indexes
- etc.

So far these two tools are the only ones that do all these and more.

Other PDF tools I've found only do one or two of these features.
