Rename the very top layer of your flash movie "actions"

In the first frame of your "actions" layer assign the following actionscript: fscommand ("fullscreen", "true");

this should do it...

Hmmm, I thought fullscreen was for exported projector files only? Is this not the case?

yes fs command fullscreen is for projector files..not for the internet..
