Analog Dial Tone is Missing

We just installed a CS1000E/T, replacing our Option 11C. When we try to dial out via modem or fax we do not receive dial tone. On the modem side, I can usually just hit the connect button and then I will get dial tone. Sometimes it takes one or two more tries. The fax machines all have second lines that are used for dialing out. We have been instructing our folks to send the fax twice. That way it will usually hit the first line and go out.

Any ideas?
 
one card one loop ? test the dtr cards

7 cards on 7 loops. Found that the default DTR configuration on card 0 has to be removed for the configured DTRs to work properly.

Aaaarrrgh! Now I have dial tone that I cannot get rid of... Fax or modem goes off-hook, receives dial tone, and then starts dialing. Problem is now that all through the dialing phase the dial tone is still present. After a short while, it goes fast busy. This sounds like a DTMF issue, doesn't it?
 
could be, is the cls on the analog dtn?

The tech came back and said they had programmed the CS1000E/T like our old Option 11C. Well that wasn't right. DTRs have to be programmed on each superloop. Since they weren't, it was flaky and wouldn't work correctly.

On to the next issue...
