analog conference phone cannot conference, ip403

we have a vtx 1000 analog conference phone.. when i hit conf i do get another dial tone... when i dial the second party answers... the problem is when i hit conf again it does not join the lines.

im guessing this is a setting on IPO i need to change?

the conf phone you have is an analog ext
I suspect the conf button mearly places the current call on hold.
to complete the conf you need to dial *47 (conference add)

*47 works... but it sucks that the conference button on the hone is really just a "flash

there is no way to setup IPO so when i hit conf again it brings them together im guessing?
