I permanently deleted a user from system manager expecting that the user would be automatically be recreated after the next LDAP database synchronization. The system did not synchronize the user in System Manager after I permanently deleted the user. It appears my only option now is to manually create the user as new. Any idea why the user isn't being picked up by the database sync?

Was your user created in SMGR by the LDAP sync? Technically, when you set that up according to the white paper, there's a unique value for the user in AD called objectGUID that is sync'd to another unique parameter of sourceUserKey in System Manager.

You should also have that sync set up where SMGR permits users to be both created and deleted through the LDAP sync. If you miss that "delete" check box, then AD --> SMGR can build users but not remove them.

Then, there's the auto-delete on unassignment in CM and other systems via SMGR. To say, "when I delete this SMGR user, I want SMGR to delete his phone in CM, his voicemail box...etc" to allow SMGR to blindly permit a user deletion in AD to go removing things in every system under SMGR's control.

The release of SMGR 6.3 is also relevant - it has changed from 6.3.0/6.3.2 to 6.3.8 and current.

Just so we're all on the same page... How much of this document did you adhere to, and where did deviate?

My user was created by the LDAP Synch. This may be an issue with the way the user was setup on the AD side as two new users were recently created in AD and after the synch, I only see one of them on system manager. I have no access to AD to troubleshoot that side of things. When you say CM, I assume you are referring to communications manager. We only have CS1000 switches.
