Alpha-Channel Transparency < Windows 2000

In Windows 2000 I know it's easy to make Alpha-Channel transparency and I can do it with my eyes closed. My problem is that I put all sorts of spiffy alpha channel transparency in my program compiled in Win2K, but now when I run it on Windows ME, 98, everything less than 2K it tells me I need User32.dll. I knew this would happen, just forgot.
I would like to know if there is any way to change the alpha channel transparency to make it accessable in < Windows 2000? Could I include User32.dll in my project? I know it's a bade idea, but what could I do to make the transparency work??
