Allow Terminal Server user to start Print Spooler 1

I have a Windows 2000 SP4 Terminal Server and I need one particular user to be able to stop & start the Print Spooler service.

I've places a 'services.msc' shortcut on his desktop.

What priviliges are required for him to do this?

Could you just add that user to the Print Operators group?
