I need to be able to give someone the ability to view the DNS zones with the DNS snapin, but not be able to modify them. How can i do this?

First you have to install the Adminpak on the computer that needs to view the DNS. You can strip out all component except the DNS using this article.

Then after that, you would create a custom MMC that has just read access for the DNS snapin. You an follow this article.

Or you can view this one to see how customs MMC's are done with pictures and go from there with DNS. It would be pretty similar.

OK....here's the issue....its a developer...he's running Win2K3 server as his desktop OS, and when you try to run the adminpak, it says you cannot, also he has built his own mmc with various tools, so what is the easiest way of doing this?

If his OS is Win2K3 the adminpak.msi is already located in system32. Try installing that.
