Allow International Calls by User 1

I probably should know this and I've been trying to look at other posts but I haven't been able figure it out yet.

I have a request to allow two users to have access to International calling. To the best of my understanding I don't think anyone at the location has this capability and that system-wide International calling is blocked.

I assume that I put something in the personal Short Codes for these two people, but I'm not exactly sure what that is. I know I somehow have to allow 011 and the following numbers, but I'm haven't figured out how to do that yet.

011N Dial 011N in their users shortcodes will allow 011 followed by anything, this overrules system barring
