all user folder icons will not function

I have set up 12 pc's with xp pro and joined them to the domain. I have dropped shortcuts to apps from the local drive and network drives in the all users folder. If i log on with admin rights the icons open the app, but if i log on as a standard user the icons are changed to a odd looking icon that does nothing. I have to drop a shortcut from the network drive to the desktop of the user for it to work.

thanks for the post but i have not created shortcut from a shortcut and also if i give a user admin rights, when they log on the icons are fully functioning
