All reply message has "?" on it. Why?

I have E2003 and W2003 servers. This problem occurs with or without SSL enable. One of my end user always have problem with reply to email. Any email that he is replying to has a "?" before his message. How do I get rid of this "?"

I have noticed it only happens for me when using OWA, whether sending new mail or replying. It does not happen when using the normal Outlook client. Still need a solution, though.
 
So this ANR issue would cause a question mark (?) to be placed at the top of the body of a message when using OWA?
 
The field would be null, because that attribute doesn't exist in the offline address book, and would be displayed as a question mark.

 
After I went to Exchange 2003, I started seeing the ? too in OWA. I believe it's only Win2000 clients experiencing this problem(based on my tests).

Is this (ANR) really the issue? thx
