All Programs won't expand

When using XP's new Start Menu, the All Programs link will not expand. I've tried copying all shortcuts from the c:\Documents and Settings\*****\Start Menu folders.

When I choose Open or Explore, it goes to the right directory with all the items listed.

I'm removed registry entries relating to StartMenuScrollPrograms
