All Printers Disappear

This is a problem with Windows 98, and continues with Windows 2000. I'll get a call from a user who states that he/she can not print. I check under Settings, Printer, and all of the printers are gone, local and networked. The user re-boots and the printers display again. What causes Windows to "drop" all of the printers like this?
