All folders have "read-only" checked - Why?

NO
After replacing a hot-spare harddrive in a Raid5 disk set, and running chkdsk/F with restart - all folders in data disk have "read-only" attribute checked, and the users cannot change their documents. When removing the read-only cross on every folder, the read-only check pops back on again.

Any ideas how to remove the read-only flag on folders on a Windows2003 server permanently?

Same problem over here. Tried with attrib -s, but no use...need some advise too

Unless the share permissions have been recreated as read only, that is also worth checking.
