I have a dell optiplex 240, when starting up i get one beep and a message telling me my system failed to boot at checkpoint vini
if i turn on and off after a while it boots up and works ok

any ideas

It suggests that there is a problem with the video initialisation (vini). I guess the mobo must have an integrated graphics chip and there is a problem with the chip or the video memory. A definite sign of an iminent death. Make sure you have a way of rescuing any vital data.
