Can you easily identify the VoIP traffic? i.e. are the devices doing VoIP signalling any QoS in the packets, either at L2 if you are running 802.1q VLAN tagging or at L3 with IP Precedence or DSCP? Or can you easily identify the packets based on L3 or L4 addresses? If you can then its easy enough to create an ACL and configure Priority Queuing or CBWFQ with a Priority Queue.
