Well My Mother Board Had A Place For AN AGP But No Slot
No Peg's Coming Up Of Anything It's Level But you Can Tell That's What It's For But My ? Is How Do Put A AGP Slot In Do I Have To Solder Peg By Peg And Buy Like the Slot

If I'm reading you correctly, your Dell's motherboard hasn't got a dedicated AGP slot?
If that is the case then I'm afraid you are limited to choosing a "low performing" PCI variant.
This exact subject has been discussed many times on this forum so I can tell you the best card in PCI interface is either an Nvidia FX5500 or 6200 (in PCI interface)
Both are over priced and entry level but considerably better than the integrated Intel.
(Note* PCI NOT PCIe, which is a completely different animal)
In short you have few options because of the limited upgrade ability of your machine.

To answer your question, NO! you cannot add an AGP slot, even if the motherboard is showing the pin outs on the PCB (it's not practicable)
Many have found that with the limitations these type of machines present, a new base unit to be the best option in the long run.
