AES missing links when I log in, no CTI Admin link - Tomcat??

hi all, i have an issue in one of our AES boxes. when i log in, i don't see any links on the left for CTI links.

one of my team members was talking about Tomcat service, but the book i have doesn't show me how to restore it.

does anyone here know the steps to restore this?
