Administrator or Power User?????

I hav a network of 40 w2k prof and 1 w2k adv server. I hav some users (lectures) who needs to do some tasks like installing printers
accessing other students files/folders
creating/managing user accounts

what user account shall i giv it to them? i dun wanna giv them administrator?

and also i dun want them to install any softwares like messengers and chat softwares.

Any ideas....

Just give them a standard user access but create a group in A/D called Lectures and when you give access permissions on your folders you just need to add the group lectures to it with the permissions you want them to have.
