Administrative Tools in Control Panel missing files 1

My PC crashed and reboots at logon screen. Went back to reinstall the security, software, system, default, sam from the repair window and was able to access windows. Opened the system volume folder to look for the snapshots, had 2 folders with the date the system crashed and one with a different date. Opened the one with same date and had many files with older dates. Tried one set of the files and got the same reboot screen at logon. Redid the whole process and tried snapshots of the folder with older files and the same problem.
Used the repair files and reinstalled the drivers and files. However, I notice that administrative tools is missing many of the files like computer management, etc.
Is there a way to restore this files to administrative tools folder.
 
Yes. The management consoles are all .msc files in your system32 directory. Create shortcuts of these and copy the shortcuts to the admin tools folder in the start/programs/../admin tools tree structure
