Administrative tools and certain things not showing up in GPO

I am having a weird issue. I installed the windows 2003 adminpak to my Windows XP SP1 computer. Everything seems to fine except there are things that are not showing up when I try to edit or create a GPO. For example, when I went to create some folder redirections in user config/windows settings, I only have 2 things showing up -- remote installation and scripts. There should be about 5 things in there including folder redirection and internet explorer maintenance. Any idea where these are?
