Adding text into a page border?

Open Office and type your question in to the office assistant or help "search" option...I just typed in create/customize page borders....and the tutorial is there..easier for you to look than me copy and paste...but can if you don`t have any luck.
BIG long Text box?? Transparent, no fill, over the border, or worked in with it?
I have created custom borders in Publisher. But with added text,not an "official" border that that is added to the border list under Format|Borders|Border Art
The thing about doing something like that in Publisher is that it gives a couple more options for handling the text: rotating it, making it vertical more easily, for eg.
