ADDING NEW RECORDS IN A FORM

I think this might be an easy answer, but...I want the users to first press a button to evaluate a value before they are allowed to create a new record. When they scroll thru the existing records (they insist on "move next/move last" controls) and get to the last one, they can just hit Next and get to a blank record. How can I prevent this? Also - they do not want seperate entry/view screens.
