How can I other email addresses for people outside of my company to the Global address book, which would allow my OWA user access?

Thanks

Is there a way to provide a global contact list?

Create a new user account in active directory for the external recipient, but don’t set up a mailbox for the account. Click on exchange tasks and establish an email address. Select modify then choose mail type and input address field. Then in active directory disable the account. This will add address to Global address book but wont enable login. I would suggest creating an OU for external emails and place all created account inside.
PS - This must be done on exchange server itself.
