Adding domain user to member server

I had joined a windows 2003 enterprise server to our domain, now I am trying to add a domain user as an admin, and I can't. Usually there is a users icon in control panel, but there isnt. If I log on as my domain user, he does not have admin priveleges. How do I do this?

Umm I didn't say it was a domain controller, because its not, in which cae there is no AD users and computers!

I figured it out anyway, thanks
