Adding ATM to MICS

I am trying to add an analog trunk module to my 6.1 MICS. I have the fiber card in slot 2 and 2 ds trunk cards in slots 1 and 2 of the module and I get a not in service on the lines 61,62,etc. any suggestions?

I have a 2 port expansion card and I was plugged into the bottom so I will change to the top, what would my target lines start at?
