Adding a dreamweaver form onto an image created in Fireworks

Hello everyone,
I am a newbie here as well as new to the Macromedia family. I created an image with Fireworks and would like to create a membership form on it. However, when I click "form", it goes to the bottom of the image. Could someone please explain to me what I could be doing wrong and how to correct it? Thanks.
