i need to create a cust 1 in my switch to accomadate my customer, my question is when i do this can i make them be able to intercom cust 0, and will i have to rebuild the sets that i am going to put into cust 1.
 
no you can't icm, you can't call cust 0 from cust 1 without a trunk.. i've added back to back pri's to give them an internal style dial plan before and that's not that bad... takes a little planning.. don't overlook tennant service, that is sometimes a better option

with tenat service can i divided a t1 for outgoing calls and still dial a 9 for tenat 0 and 1?
 
YES-YES, Ihaven't done it but the is why there is tenant service.
 
ace nailed it. tennant to trunk group access is easy (ld 57) but check that, it's been a while.. each tennant can also have a 2250 and you can allow tennant to tennant in the same ld.. the only reason for cust is usually both cust's have did numbers that conflict...

You can use SCL for convertir what users dial, for example If you have 2 routs, one user when dials 9 become 7101 and other user when dials 9 becomes 7101, To avoid that users take the other`s users rout use TGAR
