Adding a Custom Distribution List to GAL

I created a custom Distribution List in my Microsoft Outlook contacts. I want this distribution list to be in GAL so that all users can have access to this list. How can I copy my DL to the GAL ? I am using Exchange 2003 as my email server and Outlook XP.
 
This is a custom list that contains external email addresses. How can I create this in ADUC ?
 
Simply, you have to create a new Recepient Policy with Exchange System Manager on Exchange Server under All Groups.
Create your custom group and it will show up in Global Access List.

You will need to create "contact" objects in AD, then add the contacts to the DL.
