Add webcam to google 1

Sorry to post this "Q" here , but didn't find the right group for that. However how can I add the webcam to google ??
I f I lokk at the instruction (add new content , then create new section..) it wont work. Besides there is no "create new section" to be found .

Thanks so much, no it's not exactly what I mean .Here is the link :

when you see the instruction and follow the link it will not work because there is no "create a section" on the webpage.
