Add/Remove Programs

I've done the "Keyword Search" and did not get an answer to my question. With Vista Ultimate, where do I find the 'Add/Remove Programs" function, normally found in the Control Panel?? I downloaded Adobe Photoshop Elements 6, and then purchased the product. When trying to install off the DVD, says I must remove previous installation. Can't find a way to do that. The serial number of the DVD case doesn't work with the 'trial' downloaded copy.

Any help would be appreciated!
