Is it a normal CD like you put it into your CD player? Well, I think you'll want to save it as WAV and / or MP3...
...(I didn't look far, this is the first link I found when looking for "mp3 grabber" in google...) and then the best solution to put it on your page is flash - it is easily able to stream your MP3.
Alternative: use the Real Media stream - you'll have to find an .wav=>.ra (real audio) converter, the client has to have the real audio plugin (which I don't...) and then you'll just put the .ra-file on your site, add a link to an .ram-file that contains just the .ra's filename (you can create it in a text editor).
And: with the second alternative your provider has to support it...
You can also look at the <bgsound> and <embed> tags - they both allow a background sound.
Another alternative: can you code Java? You could make an applet that plays your sound file...
But a general consideration: as pretty many users already listen to some sound when they're online you should place a big red "switch the sound off" button somewhere. That's the first thing I personally look for when stumbling on a page that conquers my audial environment - if not the sound is really great ;-)
You also should consider the compression rate has a great impact on the sound... the tradeoff is between:
* quality
* size
Too low quality: it sounds terrible. Too big size: it won't stream (means it will interrupt from time to time) and therefore will be rather unaccepted. Be sure to test the sound (if you still want to do it ;-)) on a 56k modem at least. Maybe even a slower one.
