AD Basic Principles

I'm trying to do some learning of AD's, I understand about the OU/GPO principle, but I am after more detail on the GPO's

I had envisaged that there was a sort of template (for want of a better word) that defined what parameters you configure for each GPO - is this right, or is it completely open for you to specify anything within a GPO -
