ActiveX Viewer show a Blank Page

I publish my reports (CR 7.0) on web.
In some computer the activex viewer show only a blank page (the activex viewer is regularly installed), and I don't find difference between this computers and others that function regularly.

I have this problem if the user doesn't have admin rights to the PC. I haven't had a chance to track it down yet, but that may give you a point in the right direction.
