ActiveX Error When Exporting Chart to PDF

I have several Crystal Reports 8.5 reports that I have created using mutliple charts. All previous reports have worked correctly on my PC and also when migrated to our report server. Most of these reports use subreports and a mix of bar and pie charts.

The report I am currently working on runs OK on my PC, but when moved to the report server, it is only returning 1 page (instead of 3) when running as a PDF. When selecting to run as a Crystal Report, it returns all 3 pages correctly.

The one thing different with this report that my previous ones did not have is a combination bar/line chart (located in a subreport). The first instance of this chart is displayed on the 1 page that comes up in the PDF. When run as a Crystal Report, the chart comes up multiple times, as it should. This appears to be my problem. If I completely remove the chart from the subreport or if I suppress the section the chart is in, the PDF comes up correctly with 3 pages. If I leave the chart in, it only comes up with 1.

Our message logs show the error "In ReportServer.CreateReport: Crystal Reports ActiveX Designer; -2147190908; Failed to export the report" when I try to do the PDF.

I also tried converting the bar/line chart back to a bar chart, which did not help - I am guessing because it was already set as a bar/line chart and that there may be a setting the PDF is not accepting, however, the chart is displaying correctly on the page that is shown.

Any suggestions on other things to try would be greatly appreciated.

Here is some additional info:
- My report has several group headers with 2 or 3 charts in each. Each group header is for a different set of data.
- The first page of my report shows 2 group headers. The 2nd page should also show 2 group headers and the last page will show 1 group header.
- The bar/line chart that seems to be the root of the problem is located in a subreport within the group header. (I also have some pie charts that are in their own subreports.)
- My chart is in Report Header b of a subreport. (Report Header a is suppressed and just has some comments.)
- I have a Report Footer in the subreport which contains a "No Data" message. I display this only when there is no data and I then suppress Report Header b at that time. The particular problem I am having started prior to me adding this message in.
- The detail section of the subreport is empty and is also suppressed.

Since I had posted the original message, I have tried some other changes:
- I tried moving the chart from the report header to the report footer. This still gave me only 1 page instead of 3.
- I added fields to the detail section, then displayed it. When I did this and generated as a PDF on the report server, the chart on the first page showed, followed by the detail, which ran over to the 2nd page. That was then followed by the rest of the report (which previously was not being shwn). I now get 5 pages (displaying the detail added 2 extra pages) which is now correct.
- I hid the detail section again and re-sized the group section so that it would have to go to the following page (the Keep Section Together property is set to TRUE). Doing this caused the group header with the bar/line chart to start on page 2 and also caused my entire report to generate as a PDF.
- Resizing my group header back so that I fit 2 per page is once again causing it to only generate 1 page.
