ACS Paging noise / squeal from analog phones

I have a customer that has an ACS 509.
When they page from an analog phone (or my butt set)
after I hang-up there is an annoying squeal over the speakers.

It as if the system is sending a disconnect tone that the paging speakers pickup.
Oh as I'm typing this my gears are turning and I think I see what is happening.
The system is probably sending a disconnect siginal since the paging port is actually a CO line but why wouldn't I hear it from the regular phones?
If this is the case is there a way to turn it off?
Or do you think that it is something else?

FYI: They are using Valcom paging speakers.

Avaya confirmed with me that it is a known issue. This is what I was told:

It’s the UPAM that’s causing issues, not the PARTNER Version. Some amps can be directly connected w/o UPAM. Seems they work great (if they can be connected in this fashion).
