here's the network on working on...

what i have to do now is kinda complicated...i'm not too good with ACL's...so i thought maybe someone can help me...

i have to [excluding Lab B] Deny students from the network from being able to telnet and ftp to router Lab B...

THEN for the Lab B router i have to deny students from that router to telnet and ftp on router Lab E...

THEN i have to ensure that administrative staff (hosts) have access to the whole WAN...

can someone please help :)?

thanks in advance...

So Access List on Router B
allow the B network to ftp and telent to router B
allow the admin network everything
deny ftp and telnet from any
deny ftp and telnet from B network to E router
allow all other traffic
there is an implicit deny at the end so no one else will have access

These should be the rough ACL statements for you.
