ACD report AVG DCP problem

I have a customer that has an ACD report that the AVG DCP inflates to values every few days that seem to be in error. Does anyone have an idea of why these values inflate on these days? Here is a print out:

Your over looking the AVG WORK also, here it is from the ACD Manual
These fields may indicate abnormally high values if the number of calls the group answered is less
than the average number of agents available. This tells the supervisor doing load management that the
group was over-manned during the reported interval (previous report period).
