I can't change my background, the access to it is denied. What can I do to change it?

IS there some sort of policy running that has blocked you from changing your background? Is this your home machine or office machine? If its your office machine then most likely the Admin has a policy running that does not allow the background to be change?

Dont know if thats any use to you?
