Access ldb file and IIS

We use an access database on a IIS web server and randomly the ldb database file stays open, wich stop the web site to work as the database is locked. So the only way to restart the web functionning is to stop the WEB services , delete the ldb file, and restart WEB services. We encounter this issue on both WinNT4.0 BackOffice and Win 2000 server.¸

Any idea ?
