Access Denied writing to temp directory

Hi, when i click on a link to open a page, the browser downloads to a temp directory in the background and i get a message" Access to the specifed device, path, or file is incorrect. it cannot seem to download to the temp directory. The browser does seem to be able to cache internet pages though. Dont know what to do. Please help. I can send you a screen shot if anyone has any ideas on how to fix this. thanks guys

What browser and version? What do you mean by the browser downloads to a temp directory?
