Access a Web site without IP Address

I have IIS on a win NT 4 server used to create a few web site for testing and development purpose. Each web site was created and assigned an IP address. The client machine access the site with a domain name that is defined in the hosts file. For example:
194.100.200.2 etc..

This worked fine until we decided to have an internet connection using a cable modem. Since we use a router, we where ask to change the Server IP address to "Obtain an IP address from a DHCP server". This work fine to connect to internet, but we cannot access the test web site that are on our server. For example, from a PC, we use to type to acess the site.

What kind of setup can we have to be able to connect to our test IIS/Server if we do not assign a specific IP Address?

I think I understand your question, most cable & ADSL providers assign their users dynamic IP addresses, each and every time to establish a connection your IP would/could be different. I use an ADSL connection and run a web server off my home PC using IIS4.0 I use a service from 'dyndns.org' which provides a free dns redirect service that you can use to point your users to your test web site etc...
