Access 97 no license error on windows 2000

I've got a windows 2000 Pro. machine and trying to run office 97 on it. Access gets the error message

"Microsoft Access can't start becuase there is no license for it on this machine."

I've encountered this before on win98 & ME machines and went to microsoft's support pages and downloaded an executable file to fix the problem...and it worked...then.

they say very little about win 2000 and this problem...

the executable didn't work on win 2000 nor did it look like there's anything wrong with the registry permissions...however...I'm no expert with win2000 this machine is the first time i've touched it and only set it up basically.

any help would be greatly appreciated!!

Try this steps

Go regedt32, and click OK.
Select \\HKEY_CLASSES_ROOT\Licenses key.
Security menu and click Permissions.
Be sure that the users and groups have at least Read permissions to the key.
Close and restart the computer.

creator owner (NONE) <----i unchecked the inherent permissions box and checked the read & full boxes and it didn't help the problem at hand

everyone
read

powerusers
read

system
read
full

users
read

any help would be greatly appreciated...

that file doesn't fix the problem on windows 2000. I've used it to fix a couple 98 machines and one windows me machine......and Office 97 is the only software that will be being installed...not 2000
