Access 2003 will not open a 2002 version

I have sent an Access file to a client which he can not open. I created the database with 2002 and he is using 2003. The error he is receiving is that the file is an unrecognizalbe data base format.
The database is not referencing any other files.

Is the client getting a security warning? "Unsafe expressions are not blocked" If this window has popped up get them to select: YES.
Another Security warning will pop up, select: open.

I have many databases from office '97, 2000 and 2003, this warning always comes up.
I hope this helps.
