1-How can i make an installation program for my
access project

2-Can i execute access projects without installing the entire access package?

You will need to purchase the ADK (application developement kit) for Access to create runtime versions of Access databases. You can also, create and use Access DB's (via the Access Jet Engine) from Visual Basic, Visual C++, InterDev, and Visual Java (probably even more than this). Otherwise, if the users will have Access installed you can save your DB as an MDE. This is a compiled version of the Access db and does require the user to have a valid Access install to use it. But it is secure(to a point) and runs a little faster than it's non-compiled counterpart.
 
1. The installation program (Package and Deployment Wizard) is delivered with the Developer CD. You might replace it with a more performant wizard (recommended). There is one special installer for Access 2000 at available.

2. The runtime version of Access allows you to distribute your application royalty-free.
